In the central Sahara, in one of the driest inhabited places on Earth, the Garamantes built towns, irrigated fields and hundreds of kilometres of underground water channels tapping fossil groundwater. They brokered trade between the Mediterranean and the Sahel, and they collapsed when the water ran out.

The Fezzan, in south-western Libya, receives almost no rain. It is sand sea, rock plateau and gravel plain, with a few oases along a fossil valley. It is not, by any obvious measure, a place to build a civilisation. The Garamantes did anyway. From around 500 BCE they developed a substantial society in the Wadi al-Ajal: a capital at Garama with mudbrick and stone architecture, dozens of fortified villages, cemeteries containing tens of thousands of tombs, irrigated fields growing wheat, barley, dates, grapes, figs and cotton, and enough surplus to support craft production, a literate elite using a Libyco-Berber script, and imported Roman glass, ceramics and wine. Classical writers knew them mainly as troublemakers. Herodotus described them as a great nation who hunted 'Ethiopians' from four-horse chariots; Roman sources record punitive expeditions against them, one of which reached Garama in 19 BCE. The archaeology, developed above all by the Desert Migrations Project under David Mattingly, shows something the Romans did not bother to record: a sophisticated agricultural state.

The whole thing rested on a hydraulic technology called foggara in the Maghreb, qanat in Iran, karez in Central Asia: a gently sloping tunnel driven horizontally into a water-bearing layer, carrying groundwater to the surface by gravity alone, with vertical shafts at intervals for excavation and maintenance. The Garamantes built these on an extraordinary scale. Surveys have mapped hundreds of foggaras with a combined tunnel length estimated in the hundreds of kilometres, plus tens of thousands of access shafts, visible from the air as lines of craters running across the desert. Digging them was brutal work: cutting through rock and gravel underground, in the dark, with the constant risk of collapse, and the spoil hauled up shaft by shaft. Maintenance was permanent, because tunnels silt and collapse. What that implies socially is as interesting as the engineering. A project of this size needs surveying skill to keep the gradient right over kilometres, labour organisation on a large scale, an authority able to command or purchase that labour over generations, and rules about who owns the water. The Garamantes almost certainly used enslaved labour drawn from raiding and trade to build and maintain the system, which puts a grim foundation under the achievement.

The Garamantes sat between two worlds: the Roman Mediterranean to the north and the Sahel and sub-Saharan Africa to the south. They made a living from the position. Trans-Saharan trade is often dated to the arrival of the camel and the rise of medieval Islamic caravan networks. The Garamantes are the main reason to push that date back. Their territory has produced Roman goods in quantity, and Roman sources mention Garamantian involvement in carrying gemstones, ivory, wild animals and enslaved people north. Chariot depictions in Saharan rock art trace routes across the desert, and the Garamantes were using horses and, later, camels. How substantial the traffic was is debated. Sceptics point out that the archaeological evidence for large-scale sub-Saharan goods in Roman North Africa is thinner than the model requires, and that most Garamantian wealth may have come from their own agriculture rather than transit trade. The counter-argument notes how little of the relevant region has been excavated. What is agreed is that the desert was not a barrier. Something crossed it regularly, centuries before the medieval gold trade, and the Garamantes controlled the crossing.

The Garamantes were a Saharan people, most plausibly ancestral to Berber-speaking populations of the region, using a Libyco-Berber script related to the ancestor of modern Tifinagh. Their society appears stratified. Elite burials contain imported goods and elaborate grave structures; others are simple. Skeletal analysis has shown a population with diverse origins, consistent with a state that absorbed people through trade and captivity as well as birth, and with evidence of hard physical labour and of diseases associated with irrigation agriculture. The cemeteries are one of the great data sets of Saharan archaeology — over a hundred thousand tombs have been identified in the Fezzan — and they are how much of what we know has been recovered.

The Garamantian collapse is one of the clearest cases in history of a society exhausting a non-renewable resource. The water in the aquifer was fossil water, laid down during the humid phases when the Sahara was green, and it was not being replenished at anything approaching the rate of extraction. As the water table dropped, foggara tunnels ran dry. The response — digging deeper and further — cost more labour for less water, and it eventually stopped paying. By around 500 to 700 CE the system was failing, settlements were contracting, and the state that depended on irrigated surplus went with it. Later Arab and Berber populations continued to live in the Fezzan oases at much lower densities, using wells rather than the great foggara networks. Other factors are proposed — the disruption of Roman markets, plague, political fragmentation — but the hydrology is the spine of the story. They built a civilisation on a water account they could not refill.

The Garamantian aquifer is still there, and it is still being drained. The Nubian Sandstone Aquifer System, one of the largest bodies of fossil groundwater on Earth, underlies Libya, Egypt, Sudan and Chad. Gaddafi's Great Man-Made River, begun in the 1980s and among the largest engineering projects ever undertaken, pipes that same fossil water from beneath the Sahara to the Libyan coastal cities. It supplies most of Libya's drinking water. It is drawing on a resource that recharges on geological timescales, and estimates of how long it can last vary from decades to a century or two. The parallel is not decorative. It is the same aquifer, the same principle, and the same eventual arithmetic, executed with diesel pumps instead of shafts and buckets.

The Garamantes break several assumptions at once. That the Sahara was empty. That trans-Saharan connection began with Islam. That desert societies were necessarily mobile and small. That hydraulic engineering on this scale was a Persian, Roman or Chinese preserve. They also make an argument this library returns to repeatedly: African societies are systematically under-excavated, and the confident generalisations about what did not exist are usually statements about where archaeologists have not dug. The Fezzan work was largely done in the 1990s and 2000s, and it rewrote the region's history. Since 2011 Libya's instability has stopped fieldwork and exposed sites to looting and damage, including from military activity.
