Water writes the map

Start with a rainfall map of Africa and lay a population map over it, and the two match almost everywhere. That is not a coincidence and it is not determinism; it is the simple arithmetic of farming without pumps. Reliable water allows dense farming. Dense farming produces a surplus. Surplus supports people who do not farm — smiths, priests, soldiers, traders, administrators — and once you have those, you have taxation, hierarchy, cities and states. Every large pre-colonial African polity sits at a water advantage of some kind: a floodplain, a highland with reliable rain, a lake shore, a river confluence, or a coast with access to trade that could buy food. The corollary is equally important. Where water is scarce or unpredictable, mobility beats accumulation. Pastoralism, transhumance and long-distance trade are not failures to develop; they are the rational strategies for a variable environment, and they built their own forms of wealth and power.

The Nile: the most legible case

The Nile flood was the most reliable large-scale agricultural event on Earth. Ethiopian highland rains, arriving as the Blue Nile flood, laid silt across the Egyptian floodplain every year at almost the same time. Basin irrigation captured that flood behind earth banks, and the resulting yields supported one of the earliest and most enduring states in history. Because the flood level varied and determined the harvest, Egypt measured it obsessively with nilometers and taxed accordingly — a direct line from hydrology to bureaucracy. Upstream, Nubia and later Kush and Meroë sat on the same river with less floodplain and more cataracts, which shaped a different economy built on trade, gold and, at Meroë, rain-fed agriculture and iron. The relationship between Egypt and Kush — conquest running both ways over three thousand years — is a story about who controlled the corridor. Today the same river is the most contested in Africa. Ethiopia's Grand Ethiopian Renaissance Dam gives the country the ability to store and generate at the source of the Blue Nile flood, and Egypt regards the flow as existential. Negotiations have run for over a decade without a binding agreement.

The Niger bend and the inland delta

The Niger rises in the Guinea highlands, arcs north into the Sahel and turns back south-east — a curve that brings a large river to the edge of the desert. Where it spreads into the inland delta of central Mali, seasonal flooding creates a vast fertile zone with fish, rice, pasture and transport. Jenné-jeno grew there from the third century BCE into a city of tens of thousands, organised without the palace-and-temple centre that archaeologists expected — evidence for urbanism that did not require a king. The same river, meeting the desert, created the meeting point of two transport systems: camel caravans from the north, canoes and porters from the south. Timbuktu, Gao and Djenné are all products of that junction, and the empires of Ghana, Mali and Songhai were built on taxing what passed through it.

Highlands, lakes and coasts

The Ethiopian highlands are cool, well-watered and, crucially, largely free of the tsetse fly that makes cattle-keeping impossible across much of the lowland tropics. That combination supported dense agriculture, plough farming and a continuous state tradition from Aksum onward. The Great Lakes region combines volcanic soils, reliable rain and, after bananas arrived from Asia, a crop that yields heavily year after year with modest labour. The result was some of the densest rural populations in pre-colonial Africa and the kingdoms of Buganda, Bunyoro, Rwanda and Burundi. The Congo basin is the wettest region and, counterintuitively, not the most densely populated: rainforest soils are poor once cleared, and disease pressure is high. Settlement concentrated along rivers, which served as the roads. Coasts operated on a different logic. The Swahili city-states, the Benin and Niger delta ports, and the North African littoral could import food and export value, so they grew on trade rather than on their hinterland's rainfall.

The rain belt moves, and when it moves, history moves with it. The African Humid Period filled the Sahara with lakes and people; its end emptied them and concentrated populations along the Nile, Lake Chad and the Sahel — a redistribution that plausibly contributed to state formation in the Nile Valley. Medieval fluctuations reshaped the Sahel repeatedly, with wetter phases allowing agriculture further north and drier ones pulling it back. Lake Chad has expanded and contracted dramatically over millennia. The best-documented case is recent. From the late 1960s the Sahel entered a two-decade drought of exceptional severity. Hundreds of thousands died, millions were displaced, pastoral economies collapsed, and the political consequences included the fall of governments in Ethiopia and Niger. The 1984–85 Ethiopian famine, driven by drought and enormously worsened by war and government policy, reached global attention through Band Aid — an episode that also fixed a damaging image of Africa in the Western imagination for a generation.

The map is changing faster now than at any point in the past. Africa is urbanising at a rate without precedent: Lagos, Kinshasa, Cairo, Nairobi, Dar es Salaam, Abidjan, Luanda and Khartoum have grown from modest cities to multi-million agglomerations within a lifetime, and the UN projects that much of the world's urban growth to 2050 will happen on this continent. Some of that growth still follows water — Cairo on the Nile, Kinshasa and Brazzaville facing each other on the Congo. Some follows colonial-era ports and railheads rather than any environmental logic, which is why several major cities sit in places that are difficult to supply. Lagos and Alexandria face sea-level rise; Cape Town came within weeks of running its municipal supply dry in 2018; Nairobi and Addis Ababa depend on catchments under pressure from deforestation and demand. The deep pattern still holds: African settlement is organised around water security. What has changed is that the water now has to be engineered, and that the engineering is expensive and political.

The limits of the argument

The broad outline is accepted but dates, numbers or details are actively argued by specialists.

Environmental explanation is powerful and easy to overdo. Rainfall does not explain why one polity centralised and its neighbour did not, why particular political institutions emerged, or why states rose and fell at particular moments. Colonial-era geography was full of climatic determinism, much of it racialised, arguing that tropical environments produced particular kinds of societies and people. That tradition deserves the suspicion it gets. The defensible claim is narrower: water availability sets the range of possibilities for population density and surplus, and therefore for the kinds of political structures that can be sustained. What societies do inside that range is history, not geography.

Nearly every major development question on the continent is at root a water question. Irrigation is the biggest single lever on African agricultural productivity and remains barely used. Hydropower — Inga on the Congo, GERD on the Blue Nile, dams across the Zambezi — is the largest untapped clean energy resource. Transboundary rivers make water a foreign policy issue for almost every country. And climate change is a water-pattern change more than a temperature change. The models disagree about whether the Sahel gets wetter or drier, but they agree that variability increases — more intense rain, longer dry spells, less predictability. In a continent where most farming is rain-fed, unpredictability is the threat.
